The Sub National Review requires that the role of local authorities in economic development and neighbourhood renewal be strengthened. As well as supporting economic growth and tackling worklessness in the poorest areas, improving basic level skills is crucial to improving opportunities for young people as well as responding to the needs of the business community. The theme of reducing worklessness and increasing enterprise is central also to the Working Neighbourhoods Fund. For Local Strategic Partnerships (LSPs) and their partners in the private and voluntary and community sectors, there will be a new duty to assess the economic circumstances and challenges of their local area.
